    AZERI LEADER PLEDGES MORE BUDGET ALLOCATIONS FOR ARMY IN 2005

    (Presenter) Azerbaijani President Ilham Aliyev, who is on a tour
    of the country's southern districts, visited four districts today -
    Lankaran, Masalli, Calilabad and Astara.

    Having familiarized himself with the social and economic situation
    in the districts, the head of state visited the Azar-Canub limited
    liability company and a tea factory in Astara, while in Lankaran
    he went to the Nacaf Vazirov State Drama Theatre and attended a
    groundbreaking ceremony for the construction of a seven-storey house
    for the handicapped.

    In Masalli the president attended a ceremony to start the construction
    of an Olympic Centre. A total of 7.5bn manats (about 1.5m dollars)
    have been allocated for the construction of the centre to be built
    within four months. Also in Masalli, Ilham Aliyev visited a furniture
    factory and the Nurem cannery. In the village of Alar in Calilabad, the
    president inaugurated the (late Azerbaijani President) Heydar Aliyev
    school and unveiled a statue of Heydar Aliyev outside the school.

    In his meetings with the local population, the president spoke about
    the economic reform under way in the country. He said the economic
    development in Azerbaijan was the result of the policy of national
    leader Heydar Aliyev. Touching on Azerbaijan's most pressing problem,
    the Nagornyy Karabakh conflict, the president said peace with Armenia
    is possible only if Azerbaijan's territorial integrity is observed.

    (Correspondent) Baku is not satisfied that international organizations
    have confined themselves to the mere recognition of the fact of
    occupation of Azerbaijani lands. Having said this, Azerbaijani
    President Ilham Aliyev, who is visiting a number of southern
    Azerbaijani districts, added that the problem could be resolved only
    on the basis of Azerbaijan's territorial integrity.

    (Ilham Aliyev shown addressing people in the street) We want our lands
    to be freed. This is our fair demand and we will continue working in
    this direction. I have repeatedly stated that this conflict can only
    be resolved on the basis of Azerbaijan's territorial integrity.

    (Correspondent) Stressing the fact that Azerbaijan has succeeded
    in raising the problem with the UN General Assembly, the president
    said that the international community has thus shown support for
    Azerbaijan. He said Azerbaijan possesses tremendous economic potential
    and added that next year's budget allocations for the military sphere
    would be increased.

    (Aliyev) In comparison with 2004, next year's budget will be 25-30
    per cent bigger. All budget allocations will be increased, including
    military expenditure.

    (Correspondent) Saying that salaries were raised by 26 per cent this
    year, the president noted that pensions and minimum wages would
    rise next year as well. Aliyev pointed to the work being done to
    reduce poverty and said the export of non-oil goods had increased
    2.4 times this year. Aliyev said businessmen would receive loans
    to the tune of 200bn manats (about 40.8m dollars), adding that the
    Aqrolizinq joint-stock company had been set up to ensure development
    of the agricultural sector. He said the new entity would be purchasing
    agricultural machinery and leasing it to farmers. As for the creation
    of new jobs, the president said more than 70,000 of 100,000 jobs
    created this year were permanent.

    The president also said that the opening of new factories and plants
    would raise the public spirit even more. Azerbaijan is among the
    world's developing countries and people will soon start feeling that
    in their lifestyle, end of quote.
