IN ARMENIA INSTEAD OF DEMOCRATIC FORM OF GOVERNANCE, PLUTOCRACY IS
FORMED I.E.: SUPREME BODY OF ARF DASHNAKTSUTYUN
YEREVAN, OCTOBER 1. ARMINFO. In Armenia instead of democratic form of
governance, plutocracy is formed i.e. the power of the rich and the
wealth, Representative of the Supreme Body of ARF Dashnaktsutyun Armen
Roustamyan gave such a scientific characteristic to the situation in
Armenia at a press-conference today.
He said that the legislative filed in Armenia is brought in conformity
with European standards, but there is a problem with fulfillment of
these laws, as the Armenian mentality is as follows: know the law to
evade them. He said that ARFD has elaborated a number of bills, due to
which the country will overcome this situation and corruption will be
reduced. Among these bills, Armen Roustamyan called those on the
lobbying activity, on territorial administration, on guard service and
others.
Representative of ARFD Supreme Body pointed out that Armenia's change
over from plutocracy to democracy requires refusal from the majority
system of parliamentary elections, as the given system is de-facto
purchase of deputy mandates. Roustamyan said that ARFD will do its
best for reduction of the number of single-mandate seats in the bill
on amendments to the Election Code. He said that it is necessary to
cardinally change the election legislation of the country and create
conditions for free and fair parliamentary and presidential elections
in 2007-2008. He said that if the elections of 2007-2008 are held with
violations like those in 2003, it will become a catastrophe of
Armenia.
Roustamyan attracted the attention of those present to the necessity
of structural reforms in the judicial and legal sphere. He said that
draft constitutional reforms must equalize the rights and powers of
three branches of the power. He pointed out the necessity of
correcting the staff policy. "There are high-ranking officials in
Armenia, who preserve their posts behind the president's back,"
Roustamyan said, adding that should need arise, ARFD will publish
their names.
