    SERIOUS REFORMS START IN SPHERE OF VOCATIONAL EDUCATION

    YEREVAN, APRIL 6, NOYAN TAPAN. A stage of cardinal reforms started
    in the sphere of vocational education of Armenia. The reforms first
    of all envisage improvement of the legislation. The NA in the first
    reading approved the bill "On Vocational Education and Teaching," which
    makes an attempt to regulate the processes and reforms proceeding in
    this sphere. Samvel Pipoyan, Chief of the Department of Vocational
    Education of RA Ministry of Education and Science, informed Noyan
    Tapan's correspondent that 108 vocational schools functioned in the
    republic by 1991, later their number reduced to 84. And the RA law
    "On Education" adopted in 1999 didn't envisage initial vocational
    education at all, in consequence of which the vocational schools were
    closed and the elder school of comprehensive system tried to carry out
    this education. But according to S.Pipoyan, soon it became clear that
    it's impossible to get complete vocational education within 2 years,
    parallel with the general education. In 2003 the law was amended,
    according to which the industrial schools (the same vocational schools)
    were to open. 26 industrial schools were re-opened and are already
    functioning and 10 more schools will open in the future. In 2004
    2000 pupils entered these educational institutions. It was mentioned
    that from September 1 2006 the institutions of this system will pass
    on to the subordination of the Ministry of Education and Science as
    education should be carried out by one body. In the future, following
    the example of the higher schools, a credit system will be introduced
    in the sphere of vocational education. A pupil may directly enter a
    higher school and become not a first-year but a senior student.
