LENNMARKER'S REPORT ACCEPTABLE TO NKR
STEPANAKERT, JULY 11. ARMINFO. During its 14th annual session in
Washington the OSCE Parliamentary Assembly vividly showed its view of
the Karabakh conflict settlement - affiliation of Karabakh with
Armenia, says Karabakh analyst David Babayan.
He says that Goran Lennmarker's report on Karabakh conflict is
acceptable to Karabakh considering that the only political demand of
the Karabakh movement was Karabakh's affiliation with Armenia. This
does not however mean that Karabakh accepts all the points of the
report. Lennmarker says that democracy is the fundamental component
for ensuring the conflict peaceful resolution but he sees this in
progressing talks between Armenia and Azerbaijan only with no
Karabakh mentioned.
This not only runs counter to the logic of Lennmarker's scenario but
may lead the peace process into a deadlock. There can be no
comprehensive resolution without Karabakh's involvement in the peace
talks. So one can agree with Lennmarker's "golden opportunity" only
provided that Karabakh is fully involved in the peace process.
Otherwise the report will become one more theoretical approach to the
Karabakh conflict settlement, says Babayan.
