    UNITED LABOR PARTY IS FOR ADOPTION OF DOUBLE CITIZENSHIP

    YEREVAN, MAY 20, NOYAN TAPAN. "We are a party bearing liberal ideas
    and we consider that the obstacles to adoption of double citizenship
    created in Armenia need to be liquidated," Grigor Ghonjeyan, member
    of RA NA United Labor Party faction, declared during the May 20
    discussion on the subject of double citizenship organized by the Club
    of Political Discussions. According to Ghonjeyan, in issues of double
    citizenship the international state and legal practice has various
    manifestations that weren't finally regulated. As a rule, states treat
    double citizenship negatively. Very often inter-state agreements not
    encourage but exclude double citizenship at the same time demanding
    that persons having double citizenship should choose one and refuse of
    the other. That's why Armenia bears no responsibility in connection
    with the institute of double citizenship. And inter-state agreements
    signed by RA are also aimed at excluding double citizenship. According
    to the speaker, some countries formally don't refuse double citizenship
    but really they treat it with caution as double citizenship enables
    people to carry out different machinations, in particular, in
    connection with paying taxes, free movement and other issues. According
    to the MP, issues of paying taxes, as well as serving in the army must
    be fixed by the respective inter-state agreements. At the same time,
    as Grigor Ghonjeyan mentioned, the United Labor Party considers that
    a person having a citizenship of another country mustn't participate
    in RA state elections and only the country's population should decide
    the fate of the Armenian authorites. Speaking for double citizenship,
    Ghonjeyan at the same time reminded that many countries refuse it
    from considerations of security.
