WHO WILL PROVIDE FOR "FAIR" ELECTIONS

Bureaucrats and unemployed will rule the regional electoral commissions.
One of our readers phoned our editorial office one of these days
offering to analyze who are the members of the RA regional and
divisional election committees and what posts do they fill? By his
observation there are a lot of people who besides being included in
the regional election committees also fill responsible posts in local
communities and other state departments at the same time. "If they
don't rig the elections why do they interested in including their
officials in the staff of those committes in the post of the chairman,
deputy chairman or secretary?"- our reader asks. There is no
limitation by "Electoral Code" for the officials to be included in the
election committies with the exception of the NA deputies, CC members,
Ministers and their deputies, other officials as well as observers,
candidates and those who have convictions by separate articles of the
RA criminal code.
The number of regional commissions in the Republic of Armenia is about
2000, it is impossible to speak of each of them. But let's try to
perform persons from some Regional election committee who have
undertaken obligations of the chairman, deputy chairman and
secretary. Only representatives of the authority filled the post of
the chairman, his and secretary deputy about 41 regional election
commissions, only representatives of the authority fill the posts of
the chairman, deputy chairman and secretary.
The chairman of the regional election committee N2 in New Nork is
appointed by the "People's deputy" group Vahram Tonoyan. He works in
the Northern branch of "Water-Sewerage" LTD as an engineer. We didn't
succeed where his deputy the ARF representative Valery Khachatrian and
the secretary appointed by the RPA Samvel Kocharian work. The chairman
of regional election committee in Kanaker Zeitun N3 is the ARF
representative Ararat Karapetian. He is unemployed.
His deputy is also unemployed. The secretary is from "People's deputy"
Rusanna Kostanian is the principal of N114 School in name of
Dashtents.
The chairman of the N4 regional election committee of Arabkir who is
appointed by the RA President is an official of the controlling
service of the RA President, his deputy Spartak Musayelian works in
the International European Academy and the secretary, Kajik Grigorian
is an official in transport sphere.
The chairman of N8 REC of Center is the former member of the Central
Election Committee Eghishe Terterian who like his deputy and secretary
of the committee is unemployed.
The deputy chairman of N14 REC of Ashtarak, the ARF representative is
the plenipotentiary representative of Aragatsotn governor in Aparan
but, don't know why he is included in the REC of Ashtarak. The
secretary Artavazd Sargsian is a chief of health administration,
doctor by specialty.
The chairman of N19 REC from "People's deputy" doesn't work now. His
deputy Arthur Ayvazian who is appointed by the RA President is the
chief of agriculture department at the marzpetaran.The secretary
Razmik Grigorian from Orinats Erkir Party is the chief of the NA
section of science and education. The chairman of 21 REC of Armavir
Gayane Sukiasian appointed by the RPA is an official in marzpetaran by
contract.
The chairman of 30 REC of Vanadzor in Lori region Minas Sayadian is
also an official of marzpetaran and is appointed by the RPA..
The chairman N32 Rec in Tashir who is the "PD" representative in the
committee is the chief of regional taxation department.
