EVERYONE CAN BECOME CORRUPT
`Corruption is the wrong solution of Governmental problems. There is a wrong
opinion about corruption risks. Some think they will be eliminated alongside
with the solution of social problems. In fact, any change, any new mechanism
brings new corruption risks eliminating the previous ones', said head of the
program `Support for Informational Society and Democratic Governing' Vahan
Asatryan.
The civic society anti-corruption regional groups created in 8 regions of
Armenia have already passed a 2-phase training in order to investigate the
progress and effectiveness of the anti-corruption initiatives in the health
and education fields.
`Our aim is not the eliminating of separate cases. As a result of the
monitoring they must understand the reasons of the system which result in
corruption. They must process offers which will be represented to the
Government. Monitoring is the softest type of control', commented Vahan
Asatryan.
He also claimed that if there is no control over the person who takes care
of public resources, even the most honest person can be subject to
corruption risks.
According to Vahan Asatryan, the civic anti-corruption monitoring groups
have been formed by competition.
At the end of the press conference the 15 members of the anti-corruption
regional groups were given certificates.
