    HOW TO OVERCOME CORRUPTION IN THE DEVELOPING COUNTRIES

    On September 27 during the seminar Loretta Grazziano Bruning,
    Chairwoman of "System Integration Processes" NGO touched upon the
    development key problems of the transitive countries and corruption
    fighting. Mher Shahgeldyan, Chairman of the NA Standing Committee on
    Defence, National Security and Internal Affairs, Hovhannes Margaryan,
    the Deputy Chairman of the NA Standing Committee of State and Legal
    Affairs and MPs also participated in the seminar.

    Loretta Grazziano Bruning noted that the corruption is a universal
    thing in developing countries and penetrates to all the spheres of
    life. The reasons can be disputable, but the consequences are clear
    to everyone, i.e. not proper mode of action of state institutions,
    collapse of infrastructures, which results in the immediate cause
    of not respectful attitude towards the norms of civic rights and
    legislation in the sphere of law obedient citizens. The consequences
    also mustn't be ignored in the state departments. In private sphere
    corruption causes reduction of productivity and prosperity, which has
    a negative influence in the aspect of local and foreign investments.

    The extended and comprehensive studies that are carried out by
    institutions as WB, the "Transparency International" organization
    and the International center of private business show that serious
    economic losses are recorded in the result of bribery and corruption.

    According to Mher Shahgeldyan, Chairman of the NA Standing Committee
    on Defence, National Security and Internal Affairs, due to the data
    of international organizations, the condition of corruption in our
    country is better than in Georgia and Azerbaijan, but we're not
    satisfied with it because there's a problem set forth to reduce the
    corruption level in Armenia. There's a strategy, fighting in Armenia
    today, but there's yet corruption in various spheres. The MP considered
    important the study of the experience of different countries.

    In response to the question how should be the role of the Parliament
    in corruption fighting, Mrs. Bruning answered that laws should be
    adopted and the juridical legal freedom should be provided.

    The MP Mher Shahgeldyan talked on sending e-mail of the documents,
    which will give an opportunity to reduce the corruption risk
    possibility.
