THERE IS A SERIOUS CRISIS OF IDEAS IN NEGOTIATIONS PROCESS ON
SETTLEMENT OF NAGORNO KARABAKH CONFLICT, ARMENIAN ANALYST MENTIONS
YEREVAN, APRIL 28, NOYAN TAPAN. "The negotiations process in
Rambouillet is a regularity. New attempts to achieve a basic
settlement in accordance with the proposed scheme:
"territories/security zone in exchange for the status" of Nagorno
Karabakh will fail as well," political analyst of Noyan Tapan
information-analytical center David Petrosyan declared at the April 28
international conference "Caucasus 2005". According to him, the
current idea of settlement, according to which the Armenian party
should withdraw the armed formations from the security zone, then
Azerbaijan should agree to holding a referendum on the status of
Nagorno Karabakh, is unacceptable for the conflict parties.
He mentioned that the most convenient moment for the peaceful
settlement of the conflict according to this scheme was after
concluding the agreement on ceasefire in May 1994 when after the war
catastrophe on the front the Azerbaijani public opinion was already
ready to agree to the thought about the irrevocable loss of
Karabakh. And the doctrine about the territories under control of the
Armenian forces or "the security zone" that in no case can be returned
to Azerbaijanis has not been formed in Armenia yet. "However, during 2
post-war years when the mediators, Russia and OSCE, were settling
accounts with each other, two directly opposite doctrines were formed
in the two societies: in Baku a doctrine of a "delayed revenge" and in
Yerevan a doctrine of "security zone", Petrosian declared. As he
estimated, the current Armenian and Azerbaijani leaders will not agree
to the settlement according to the principle "territories/security
zone in exchange for the status" as this agreement contradicts the
above-mentioned doctrines, consequently, it leads to the resignation
of Robert Kocharian and Ilham Aliyev. The idea about international
peacekeeping forces does not find a proper response in the two
societies and elites, either. Thus, the analyst concluded, today the
mediators have no possibility to oppose something to the
above-mentioned doctrines and there is a serious crisis of ideas in
the negotiations process. The situation itself dictates the necessity
of new ideas.
