ACCORDING TO ARMENIAN PRESIDENT, TODAY THE MOST SERIOUS PROBLEM FACED BY ARMENIA IS DISPROPORTION BETWEEN DEVELOPMENT OF YEREVAN AND MARZES

VANADZOR, AUGUST 14, NOYAN TAPAN. "Today the most serious problem
faced by Armenia is a disproportion between the development of Yerevan
and the marzes," Armenian President Robert Kocharian stated at a press
conference to summarize his working visit to Lori marz on August 11. In
his words, in the Soviet time "Yerevan was artificially glorified"
for reaching a 1 mln population level, having a subway and receiving
extra financing from Moscow. He expressed concern over a possible
increase in the disproportionate development between Yerevan and
marzes, and in order to prevent it, it is necesary to develop the
marzes and rural settlements, their road, communication, irrigation
and water-supply infrastructures. Speaking about the outcome of the
visit, he pointed out his impressions about the positive development
of Stepanavan. "The city has acquired its appearance thanks to
the implementation of various programs there," he underlined. At
the same time, he attached special importance to the solution of
the city water supply problem: the daily duration of drinking water
supply in Stepanavan is two hours. It was noted that the problems of
reconstruction of rural settlements hit by the 1988 earthquake are
gradually dealth with. "We'll try to make progress by building 100
houses annually. Peasants should be sure that we are going to continue
this program for another 3-4 years, with state investments being
increased year after year," the Armenian President said. According to
him, the construction of apartments in rural areas is becoming more
and more difficult, as now apartments are being built for families,
which suffered as a result of the earthquake, under conditions of
rising prices. He considered it necessary to improve the efficiency
of registration of the families in rural areas that suffered as a
result of the earthquake - in order to make the house distribution
more targeted. From the viewpoint of developing Lori marz, Robert
Kocharian attached great importance to road construction projects'
implementation. Particularly, Stepanavan-Kurtan Road will be repaired
under Armenia's Millennium Challenge Program, Stepanavan-Tashir Road
is being built with budget resources (it will be constructed as far as
the Georgian border in the future), while the 2007 budget will envisage
allocations for constrcution of Stepanavan-Odzun Road. The President
noted that the development of such sectors as mining, services,
procession of agricultural production, especially cattle-breeding
products, is quite noticeable in Lori marz. He said that as early as
this year some development programs may be undertaken in the chemical
industry in connection with relaunching the Vanadzor Chemical Complex.
