    GARNIK ISAGULYAN: THE WORLD REALIZES THAT NKR IS A FULL-FLEDGED STATE

    "RA Presidnet has clearly presented his stance on the Karabakh issue
    from very high platforms. It is for sure that there has never been
    any shift either in the position or in the format of activity. The
    President's positions remains unchanged," said Garnik Isagulyan,
    Assistant to RA President on National Security Issues, excluding the
    hearsay that a non-beneficial agreement for Armenia was signed during
    the latest meeting between the Presidents of Armenia and Azerbaijan.

    According to him, the forthcoming Constitutional Referendum in NKR
    proves once again that it a more full-fledged and democratic state
    than some other countries in the region. "The world also recognizes
    that the Nagorno Karabakh Republic is a full-fledged state, and
    imposing something to it is very difficult and can have unpredictable
    consequences," the Adviser underlined.

    Garnik Isagulyan is confident that there is no political struggle
    in Armenia, since "the political forces have not comprehended that
    for leading a firm struggle they should come forth with alternative
    platforms."

    Speaking about the National Security Strategy of Armenia, the Adviser
    noted they tried to create a document that would proceed from our
    reality and which clearly formulates the internal and external threats,
    challenges and the mechanisms for countering these. Garnik Isagulyan
    said that after investigating the experience of 30-40 countries, it
    became clear that that we need to have strategy rather than law. "In
    this changing world we need to respond very rapidly and implement
    corresponding changes, therefore for assuring flexibility we needed
    to elaborate a strategy, Mr. Isagulyan said.
