After voting to the constitution NKR President Ghukassian answered the
questions of reporters. In answer to the question on the effect of the
constitution on the talks, the president said, `I think it will be
positive because the adoption of the constitution corresponds to the
logic of the talks. I mean the right of NKR for
self-determination. We did not tell anything new, we confirmed what we
had already said. This document shows our commitment to the values we
have created, it helps protect our national identity and at the same
time keep up with the developments in the world. The generation who
have voted today are the children of people who voted in 1991 for
independence, and their children are confirming it.' Arkady Ghukassian
believes that the world will sooner or later recognize the decision
made by the people of Nagorno Karabakh. `The constitution is first of
all important for us, but the world cannot remain indifferent towards
it. I believe that sooner or later the international community will
recognize our decision. For us, we will keep to our track: we have
chosen independence and we will not give it up,' said the NKR
president. With regard to the attitude of Azerbaijan towards the
constitution of NKR the president said: `I do not expect a better
attitude from Azerbaijan. Similarly, we may not recognize any popular
event in Azerbaijan considering that no Armenian lives in
Azerbaijan. Unfortunately, this stance of the Azerbaijani government
has led to a state when we are unable to settle the conflict. I think,
under the pressure of Azerbaijan the international community will
start acting as a coquette in connection with the adoption of the
constitution, but I do not take this seriously. Because I believe that
the goal of the international community is to set up peace in the
region. And the only way to reach peace is the independence of NKR.'
