EU ACKNOWLEDGES DEMOCRATIC CULTURE IN KARABAKH

On December 17 in Yerevan the EU Special Representative for the
South Caucasus Peter Semneby negotiated with NKR President Arkady
Ghukasyan. After the meeting Semneby made a few important statements in
a news conference. He said the negative reaction of the international
community towards the referendum on constitution in Karabakh should
not be considered as a negative reaction to the democratic process
in Nagorno Karabakh. He stated that they acknowledge the elevated
democratic culture in Nagorno Karabakh, which is a positive fact. With
regard to the referendum, there are principles which they cannot agree
to, he said pointing to the fact that the referendum determined the
issues which must be settled in the talks, including the status of
Nagorno Karabakh.
Peter Semneby also said that the European Union is likely to develop
relations with Nagorno Karabakh, because the activity of the EU can
favor a peace settlement. Semneby stated that the public in Karabakh
is a crucial factor. According to him, the EU is likely to set up
relations in other conflict areas of the South Caucasus and the civil
society of these areas. Peter Semneby also said that he will visit
Nagorno Karabakh, and this visit will be highly productive.
Semneby said the right for self-determination should be one of the
underlying principles of the settlement of the problem. However, this
is not the only principle because the Helsinki Final Act contains
other principles as well, including territorial integrity.
