    DRAFT RA JUDICIAL CODE ADOPTED IN FIRST READING

    YEREVAN, DECEMBER 25, NOYAN TAPAN. At the December 25 sitting, RA NA in
    first reading adopted draft packages on making addition and amendment
    to the Judicial Code and law "On Compulsory Military Service." In the
    words of RA Minister of Justice David Haroutiunian, the necessity to
    adopt Judicial Code proceeds from the requirements of bringing the
    legislation on judicial power in correspondence with constitutional
    amendments and from implementation of second stage of court and legal
    reforms. It envisages all-embracing and united regulation in spheres
    of court formation, judge's status, his appointment, advancement,
    bearing discipline responsibility. The bill, in particular, envisages,
    founding a judicial school for professional training of persons
    included in the list of judges' candidatures. For the purpose of
    providing normal process of organization of educational process at
    the school the government proposes extending the right of deferment
    from military service for continuing studies to the school students,
    too, which is envisaged for post-graduate students studying in state
    scientific-educational system's state order. Judicial school's students
    will be called up for compulsory military service after finishing the
    school. According to this, the respective amendment and addition is
    envisaged in law "On Compulsory Military Service."
