ATTORNEY GENERAL FACING DILEMMA

The judicial system of Armenia is sure to appear entirely in the focus
of political processes soon. The point is that the minister of justice
and the Attorney General have found themselves at the core points of
political plans of power poles and home political developments. The
redistribution of powers between the Ministry of Justice and the
Procuracy in the framework of a procuracy reform is most probably
determined by it. Recently Davit Harutiunyan, the minister of justice,
has announced about his political plans. We have learned that his
political plans are a mere part of the political plans of Robert
Kocharyan, which are known to be implemented through Bargavach Hayastan
Party (Prosperous Armenia). Therefore, it is highly probable that Davit
Harutiunyan will become member of Bargavach Hayastan. Most probably,
the head of state does not trust the Attorney General with regard to
the future political developments in Armenia.
On the other hand, the Attorney General is a "demanded" person in the
Republican-Serge Sargsyan camp. For the time being, his relations with
this camp are highly confidential, and Aghvan Hovsepyan announces
that he dislikes politics. There is information, however, that the
minister of defense is simply trying to persuade him to join the
Republican, formally or informally. Our source says Serge Sargsyan
has even prepared files about the activities of Aghvan Hovsepyan,
which will be published in case Aghvan Hovsepyan refuses to join the
Republican-Serge Sargsyan movement.
It means that neither the presidential nor the Republican-Sargsyan
pole of powers trust Aghvan Hovsepyan, and one of them is up to
strip him of powers and the other is using blackmail. In this sense,
the state of Aghvan Hovsepyan is not enviable. Perhaps he should not
have announced so boldly that he dislikes politics. Now politics has
a grudge on Aghvan Hovsepyan and has set him in a quandary. Aghvan
Hovsepyan seems to have only one way out. He has to start loving
politics again. Of course, resignation is also a way out but in this
case one needs to be an independent actor. And if the Attorney General
were an independent actor, he would not have to resign, he would decide
independently the degree or type of his relationship with politics.
In the meantime, pressure from both sides will grow unless he
decides. And the problem is not Aghvan Hovsepyan. The political poles
are not struggling for his person, his qualities, political role or
abilities. Simply the situation in the government has led the poles
of the system to the necessity of redistribution of levers of power.
And the judicial system has always been the most important of all
levers, and this importance is sure to grow on.
