ABSENCE OF PROPER LEGISLATIVE BASE - MAIN HINDER TO PROTECTION OF ARMENIAN MONUMENTS ON TERRITORY OF GEORGIA

YEREVAN, July 25. /ARKA/. The main hinder to protection of Armenian
monuments on the territory of Georgia is the absence of proper
legislative base in this sphere in the republic, Hrachya Silvanyan,
Ambassador of Armenia in Georgia, told Novoe Vremya newspaper.
"Not only the Armenian but also the Georgian progressive community is
concerned about this issue. In democratic countries state structures
regulate such issues through corresponding legal framework,
but unfortunately Georgia still has a legal vacuum in issues
related to protection of cultural monuments and status of religious
organizations", Silvanyan said. At the same time he emphasized that
Georgian authorities striving for putting things right, clearly
realize this legal gap. Besides that he said that during bilateral
negotiations officials of the two countries always discuss problems
of protection of Armenian monuments and churches. "At present the
Ministry of Culture, Monument and Sport Protection of Georgia together
with European experts is busy with elaboration of a legal document,
a low regulating this problem", Silvanyan stated, hoping that already
this year the document will come into force. Meantime Silvanyan said
that the majority of the Georgian people had great respect for the
historical heritage of nations inhabiting their country and many
cultural figures of Georgia had risen and still raised their voices
for the protection of the multinational cultural heritage of Georgia.
"The Armenian Eparchy in Georgia finds that solution to the problem
of legal status of the Eparchy and other relating issues lies in an
agreement with the Georgian Government, which will define the legal
status of the eparchy and other related issues, including ownership
of 6 churches", Silvanyan emphasized. At the same time he said that
the Embassy of Armenia in Georgia totally supports this position and
hopes that official authorities of Georgia will find an effective
legal modus, which will at last enable to settle this issue. S.P.--0-
