IS THE CAUSE OF THE CRASH THE REASON FOR AID?

A recent press release of the government of Armenia was ON the work of
the Task Force on the crash of the plane of Armavia Airlines flying
from Yerevan to Sochi. The task force had a meeting, conducted by
the head of the task force Hovik Abrahamyan. It was the first public
attendance of the Armenian government to the crash of A320 within
the past few weeks, if we exclude the statement of Prime Minister
Andranik Margaryan that the government was aware of the deciphering of
the black boxes but would not say anything unless there is an official
report. It appears that the government of Armenia is an expert waiting
for official statements to give its authoritative opinion. And when
I learned that the task force decided to have a meeting, I thought
that at last the government got interested in the cause of the crash
and decided not to wait until the official statements of Russians.
It turned out, however, that the government of Armenia was interested
in something else. The deputy minister of finance and economy Pavel
Safaryan reported to the task force that 88 million 461 thousand drams
accumulated on the bank account opened at the Central Department of
the Treasurer. They decided that 85 million drams will be allocated
to the families of the victims of the plane, who were citizens of
Armenia, 1 million drams each. 2 million drams will be given to the
families of two Armenian citizens of Georgia "who received no aid
from the government of Georgia," the authors of the report about the
work of the task force did not forget to tell.
The task force will allocate 1 million 400 thousand drams for the
memorial to the victims of the crash. Mayor Yervand Zakharyan said
the memorial will be near St. Sargis Church in Nor Nork, Yerevan.
Hence, they decided how to spend the money. But if we read the text
of the press release of the government, we will see that 88 million
400 thousand out of 88 million 461 thousand drams was allocated. I
do not mean that this money was, roughly speaking, or more exactly,
mildly speaking, misappropriated. Everyone knows that 61 thousand drams
is not money for our government. It may even get lost in the pocket
of our government officials. In this case, it is unclear where these
61 thousand drams will go if will not reach the families of victims,
will not appear in the pockets of government officials and will not
be enough to have a lunch at a restaurant. Being quite reluctant to
make a noise about 61 thousand drams, I can nevertheless prompt ways
how to spend this money effectively. Maybe these 61 thousand drams
remained because there were no proposals. Whereas it would be quite
enough for doing something. For instance, one minute of internet
phone talk with Moscow costs 50-100 drams. For 100 drams per minute
it is 610 minutes of phone talk. 10 hours 10 minutes would be enough
for the government officials of Armenia to ask several questions to
the Russian officials engaged in deciphering the black boxes.
In 610 minutes it is possible to find out the reason why the
deciphering of the black boxes finished when the minister of defense
of Armenia was in Brussels, the headquarters of NATO, and at that
moment it was announced unofficially that the pilots were to blame
for the crash. It was announced, and as soon as the same minister
of defense and the president were to leave for the Organization of
the Cooperative Security Pact Organization Summit in Minsk and the
Council of Defense Ministers, it went silent. 10 hours 10 minutes
would be enough to ask the Moscow officials why the information about
the black boxes spreads in accordance with the laws of the sea, high
tide and low tide. Maybe the reason is that the black boxes stayed
in the sea too long. In 610 minutes they could ask questions and even
get answers if these are not known yet, of course. Or maybe they are
known if they continue the financial comfort to families of victims
in Armenia, or maybe they continue because they are known.
