ARMEN RUSTAMYAN: ARMENIA IS THE GUARANTOR OF THE RIGHT OF SELF-DETERMINATION OF NKR

The process of settlement of the Karabakh conflict, public and
political dispositions on the issue in Armenia were discussed at
the roundtable organized at the initiative of the Center of Public
Dialogue and Development. The major speakers Armen Rustamyan, Head of
the NA Standing Committee on Foreign Relations, and Khachik Galstyan,
President of the Armenian Union of Conflict and Peace Research,
presented their approaches to the issue.
First, Armen Rustamyan turned to the Ramboilliet meeting, saying that
he does not agree with the popular view that these talks failed or
entered a deadlock.
According to him, International organizations are united in their
opinion that regional programs cannot be implemented successfully,
unless the conflicts existing in the region have been resolved.
Russia considers that the process of settlement of the Karabakh
conflict cannot be constructive, unless the process concerns the core
of the problem.
According to the speaker, the conflicts in the region differ in a
number of aspects and every of these should be treated differently.
Rustamyan considers that Armenia is the guarantor of the right of
self-determination of Nagorno-Karabakh.
Khachik Galstyan attaches importance to the public aspect of the
conflict, i.e. to public diplomacy.
