    During the first sitting of the NA plenary session the deputies did
    not manage to adopt an agenda as they had many questions, and the
    NA Speaker answered all the questions in every detail. The questions
    mainly referred to the disputable issues of the agenda - the RA draft
    Law on "Alienation of property for state and public needs", and the RA
    draft Law on "Amendments to the Regulations of the National Commission
    on Television and Radio".

    Independent deputy Viktor Dallakyan and several oppositional deputies
    announced that it was illegal to include the revised draft law on
    "Alienation of property for state and public needs" into the agenda as
    the draft has not been distributed to the deputies, and the Committee
    has come to a conclusion as a result of a hasty discussion.

    The deputies exercised considerable pressure upon the NA
    Speaker. Secretary of National Unity Alexan Karapetyan informed that
    about a hundred former residents of the reconstruction zones are
    standing outside the Parliament building and asked why the draft
    cannot be discussed after hearings. Secretary of "Justice" faction
    Grigor Haroutyunyan was angered by the hasty session of the Standing
    Committee on State and Legal Affairs. Manouk Gasparyan offered to
    discuss the issue in a special session.

    After all this NA Speaker Tigran Torosyan informed that the draft
    on "Alienation of property for state and public needs" will not be
    included into the agenda.
