ELECTION CODE TO UNDERGO CHANGE - ONLY 10 DEPUTIES PRESENT

Number of voters at the local election centers may be reduced to
1600 from 2000. A group of deputies at the National Assembly made
this suggestion in the draft on making changes in the election
code. Samvel Nikoyan, co-author of the proposal, said elections
centers will improve in case of this reduction. He said, they doubt
that rural communities will find enough buildings in this case.
Nikoyan said that an authorized body instead of military units is
going to make the list of military servant - voters. The document also
gives greater authority power to observers. The draft also proposes
that members of Central Electoral Committee (CEC) be appointed by
the decree of the president in 10 days period.
The draft proposes stamped envelopes, which the voters have to use
to put the bulletins in. Nikoyan says, CEC may have to deal not only
invalid bulletins but with invalid envelops as well in this case.
It is interesting to note that only 10 deputies were present at the
discussion of this utmost important document.
