    AZERBAIJAN INTO A CONSTRUCTIVE CHANNEL: KARABAKH POLITICAL EXPERT

    Azerbaijani Mass Media has turned the process of putting the issue of
    "frozen conflicts" in the post-Soviet area on the agenda of UN
    General Assembly session into a PR-campaign and a victory of the
    Azerbaijani diplomacy, David Babayan, Karabakh political expert says
    in an interview to Arminfo.

    However, in reality, the Azerbaijani diplomacy is again in failure,
    he says. The Azerbaijani party intended to prepare for the UN a text
    rather rich in content wherein each chapter mentioned about the
    territorial integrity of Azerbaijan, the aggression of Armenia etc:
    However, only a brief and non-political text of the Resolution on
    fires was adopted by the UN General Assembly. Only the title of the
    resolution indicated the "occupied territories" without any
    explanation about what territories they were and who occupied them,
    D. Babayan says. The international community once more led the
    destructive acts of Azerbaijan into a constructive channel. The key
    idea of the resolution is the start of cooperation of the parties
    even in the case of the above fires. It is clear that the given
    cooperation is impossible without NKR as part of the fire-damaged
    territories are under control of NKR, he says.

    Thus, following the logic of the resolution, Baku will have to
    establish definite ties with Stepanakert, which is in contrary to the
    official strategy of Baku at the negotiations, that is, "no contacts
    with Stepanakert." In this connection, Baku started another game
    demanding the consideration of the problem of "frozen conflicts" at
    the 61st session of UN General Assembly. Baku hopes that this
    resolution will be political. Nevertheless, even the General Assembly
    makes a resolution on the "frozen conflicts," the part on Nagorny
    Karabakh will again contain general phrases like peaceful settlement,
    atmosphere of trust and etc... Anyway, many analysts and reviewers
    believe that the given policy of Azerbaijan protracts the conflict's
    settlement.
