YEREVAN, APRIL 17, NOYAN TAPAN. The Armenian prime minister Tigran
Sargsian on April 17 introduced the newly appointed minister Gevorg
Danielian to the staff of the RA ministry of justice. G. Danelian
held this post in the previous government as well. The prime minister
described G. Danielian as an impartial, honest and decent person,
who is respected by all employees of the justice system and is able
to deal with the problems facing the ministry.
He added that thanks to work of the ministry of justice it is possible
to identify the ministries with low efficiency of governance. So,
if the ministry of justice functions efficiently, it will allow to
improve the whole governance system of Armenia.
According to the prime minister, serious criticism is levelled at
the justice system and "moods still prevail that a legal system, in
which people feel protected and there is rule of law, has not been
yet formed in Armenia". He expressed a hope that this psychological
problem will be overcome by joint efforts and devoted work.
Tigran Sargsian reminded that the pre-election program of the president
Serge Sargsian lays stress on increasing efficiency of the governance
system, to which the fight against corruption and shadow economy
is connected. "We will not achieve success in these fields without
serious reforms of the governance system," the prime minister stated,
underlining the role of the ministry of justice in this issue.
In his words, salaries are quite low in the justice system, which is an
obstacle to attraction of young specialists. Minister Danielian said
that some spheres, especially those related to the European Court,
require professionalism. He underlined the necessity of creating new
subdivisions in order to have qualified experts.
