    CIS OBSERVERS PUBLISHED FIRST INTERNAL REPORT

    The nomination and registration process of the president candidates'
    took place in accordance with the electoral code and in the mood
    of pluralism, competition and alternativeness. The presented
    information is available in the first internal report of the CIS
    countries observers. The observers' headquarter office reminded that
    the Central Election Committee of Armenia registered all the nine
    candidates on 18 January. They continued that according to the RA
    law on electoral code the candidates were given the chance to hold
    balanced, equal electoral campaign.

    The members of the election mission were present at A. Baghdasaryan's,
    V. Manukyan's, S Sargsyan's and L. Ter-Petrosyan's meetings with
    the electorals.

    According to the CIS observers the state officials provided
    circumstances for the candidates to hold pre electoral meetings. The
    observers also mentioned that the fulfillment of the electoral lists
    is also accomplished and the lists are sent to all the electoral
    units and "Haypost".

    The observers mentioned the existence of "hot lone" in the police
    station, where the citizens could call and express their proposals
    or comments. 1923 local electoral committees are formed according to
    the CEC.

    The observers went to 17 local electoral units and got acquainted
    with their works.

    Anyway, some technical omissions were obvious. The lists directing to
    the place and time of verifying the electoral lists were not sticked
    properly in the following units: 23/11, 15/04, 15/39, 15/67, 17/02,
    19/11, 20/01, 21/03, 21/04. In 20/01 electoral unit not all the lists
    were signed. The CIS observers will present their next internal report
    as soon as possible.
