TATUL MANASERIAN: "COOPERATION IN SOUTH CAUCASUS SHOULD BE STARTED FROM
MINIMUM"
YEREVAN, FEBRUARY 8, NOYAN TAPAN. The globalization process becomes
easier for the countries, which cooperate with neighbor countries in
their own region and become units of regional cooperation. This opinion
was expressed by economist Hans Kochler, a professor of the Innsbruck
(Austria) University, at the international conference titled "The
countries of the Caucasus and the Near East as possible partners in the
formation process of a regional security system," which was held in
Yerevan on February 7.
Tatul Manaserian, a Doctor of economy and a professor of the Antwerp
(Belgium) and Yerevan State University, mentioned in his speech that
the idea on the creation of the cooperation center of the three
countries of the South Caucasus, concerning which numerous opinions
were voiced at the conference, is unrealistic now. In his
argumentation, the reason is the anti-Armenian hysteria existing in
Azerbaijan, and under those conditions that country simply cannot agree
to the creation of such a center.
In the opinion of Tatul Manaserian, it is necessary to pay more
attention to the "general threats, which are out of the political
plane" existing in the three South Caucasian states. According to him,
he is speaking about various disasters, that is to say, earthquakes,
big fires, in case of which, irrespective of everything, the quickest
aid is possible to expect from the neighbor country.
Tatul Manaserian mentioned that the settlement of the problem is
important not only with Azerbaijan, but also with friend Georgia. In
his conviction, problems of quick response, which can arise during the
breaking of fires and epidemics, are currently impossible to settle.
"Thus, cooperation should be started from the minimum and it will
gradually draw us to the cooperation, which is much more desired for
all of us," Tatul Manaserian said.
