Russian expert Natalia Moshenskaya: "Armenia should appeal to UN
Security Council for the settlement of the Karabakh conflict"

"Armenia should appeal to the UN Security Council for the settlement
of Nagorno-Karabakh conflict".
The due announcement was made by Natalia Moshenskaya, deputy
chairman of the Executive Committee of the Russian public
organization "Youth Union of Lawyers".
"Armenia can appeal to the UN International tribunal by means of the
UN Security Council for getting a consultative conclusion on
qualification of public announcements of Azerbaijan's senior
officials", Moshenskaya noted at a two-day international conference
"Problems of tolerance and xenophobia in the South Caucasus region"
on the 20th anniversary of events in Sumgayit.
She said the issue should be formed in the context of weather the
announcements of Azerbaijani officials which state the intention to
terminate the people of another country are legal.
"Announcements of Azerbaijani leadership can lay a foundation for
international and legal reaction of Armenia, as well as a community
on the whole. Why is Iranian President not allowed to threaten to
Israel, while President of Azerbaijan may threaten to Armenia. We are
all equal before international law", Moshenskaya noted.
She said the militaristic announcements of senior officials of
official Baku allow to propose that Azerbaijan intends to attack
Armenia, which is more than xenophobia, which is a threat to a
sovereignty, peace and security of the community on the whole.
"The said announcements can be qualified as threats of force and we
can speak here about state terrorism as an ideology and practice of
threats. The behavior of Azerbaijani leadership is incompatiable with
principles of the UN charter, which is a violation of the
international law", Moshenskaya said.
Moshenskaya noted that Armenia may reject to accept the illegal
regime of Azerbaijan "with all consequences, including rejection to
resume negotiation process on Nagorno Karabakh conflict".
She said another form of reaction may be an appeal to international
organizations. "Armenia may appeal to UN, OSCE, OTCS. Moreover,
Armenia and Russia have signed a contract on friendship and
cooperation, which means that any threat addressed to Armenia is a
threat to Russia, as well", Moshenskaya noted.
