On January 21, the first day of the election campaign, the leader of
the Orinats Yerkir Party Arthur Baghdasaryan running for presidency
presented his election program and the vision of Armenia in case he
wins the election at the Armenia Marriott Hotel. The program of the
leader of the Orinats Yerkir Party, according to him, was drafted in
accordance with the international standards, international experience
and the specialist opinion of foreign authoritative scientists.
Arthur Baghdasaryan runs in the election with the slogan "New Armenia",
New Armenia based on New Opportunities for everyone and New Relations,
New Armenia based on a New Strategy and New Purposes. In presenting his
program the Armenian presidential candidate touched upon the social
and economic state and the psychological climate in the country,
underlining the necessity for change and reforms in all the spheres
of life.
"Our country has a Constitution, its Basic Law, which does not
work in most cases because a privileged class has emerged in the
country which does not care for the Constitution and legislation, in
addition, controls the country and the laws. The brazen behavior of
these people jeopardizes the enthusiasm of our people to live free,"
Arthur Baghdasaryan says. According to him, there is no freedom of
speech, democratic freedoms in Armenia, there is immense unemployment,
about one million people are underprivileged, about one million people
are unemployed. The leader of the Orinats Yerkir Party considers the
demographic state of Armenia as a major problem, when the rate of
natural growth has gone down by 90 percent, and totals 6000 against
60-65 thousandin the 90s. According to the leader of the Orinats
Yerkir Party, is this rate were sustained, the population of Armenia
would count 4.5 million, whereas with the current rate the population
of Armenia will go down by 700 thousand.
In this context, Arthur Baghdasaryan says a definite strategy is
needed which would mark the development of every separate area with
definite activities. "We propose stimulation of the rate of birth.
Our program involves a one-time aid of 200 thousand drams for the first
child, 300 thousand for the second child, 500 thousand for the third
child, 600 thousand for the fourth child, 700 thousand for the fifth
child, one million drams for the sixth child and an apartment and a
car," Arthur Baghdasaryan says, noting that some tens of thousands
of dollars for families with six and more children would not be a
heavy load for the government, especially that there are not many
big families. The leader of the Orinats Yerkir Party says besides
elite apartments it is necessary to implement a social housing and
long-term mortgage loan programs. The leader of the Orinats Yerkir
Party pledges 100 thousand jobs, contract military service, thereby
tackling unemployment because most jobless men may prefer to serve in
the army and sustain their family. Arthur Baghdasaryan also proposes
setting up military chairs at universities and colleges. The leader
of the Orinats Yerkir Party pledges to double salaries and pensions,
and a pension reform, that is transition to an accumulative retirement
benefit.
The next priority for Arthur Baghdasaryan is anti-corruption and
anti-monopoly efforts. The leader of the Orinats Yerkir Party says it
is necessary to cut taxes to boost budget receipts, referring to the
international experience when Ronald Reagan called for cutting taxes
and the U.S. economy grew twice. According to Arthur Baghdasaryan,
Armenia needs a liberal economy without an artificial process of
economic consolidation, which is underway now. The leader of the
Orinats Yerkir Party says the tax and customs services must be
compliant with the legislation, because the problems of businessmen
stem from there because there are businessmen who are protected by
top officials, and their competitors often encounter problems in
these agencies, eventually facing prosecution.
The leader of the Orinats Yerkir Party says in case he is elected,
the situation will change the next day. "New Armenia where there will
be new opportunities for each family. It means that we must be able
to launch a new development. Therefore I am telling you to set the
clock for the new start. The presidential election of 2008 is crucial
to the country and people. This election is important to each of us,
and we will be determined to convey our word in this presidential race,
get votes, win and have Armenia recover from this state.
Therefore, I am saying confidently that our victory will give hope to
Armenia, our victory will bring about reforms in all the spheres of
life. My victory will eradicate corruption. My victory will bring about
the rule of law. My victory will bring about opportunities for each
person to succeed. My victory will bring about a halt in the activities
of the privileged who ignore the law," Arthur Baghdasaryan says.
