ARF CANDIDATE CONSIDERS IT WRONG SOLUTION

When the campaign of the presidential candidate from the ARF
Dashnaktsutyun Vahan Hovanisyan set out at the Marriott Hotel, he
stated that Armenia should not hesitate to bring up the issue of
NKR participation in the talks for the Nagorno-Karabakh conflict. On
January 30 the presidential candidate was asked about it at the NATO
Information Center where Vahan Hovanisyan spelled out his vision of
the foreign policies of Armenia regarding security. The reporters
wanted to know how Vahan Hovanisyan imagines bringing up the issue
of NKR participation: whether Armenia should not participate in the
talks or should participate only at the condition of Karabakh's return
to the table of the talks, or yet Armenia should constantly bring up
the issue of involvement of Karabakh, which may be agreed to or not.
Vahan Hovanisyan says leaving the talks is an extreme move. "Leaving
the talks is not a flower in a desert. You then have to take
moves, administrative moves. In other words, either you must go
on to recognize the independence of Nagorno-Karabakh because the
Azerbaijani stance is of no importance to you or you should announce
about unification because you do not care for either the Azerbaijani
stance or the international community's stance. Such moves are taken
in extreme conditions. I do not think it is the right time for that,
although the Azerbaijani leadership has recently been sounding more
aggressive," Vahan Hovanisyan says.
According to him, we must demand that but we should work at that
in parallel. "We must analyze the cause of the aggressiveness of
Azerbaijan," Vahan Hovanisyan says. According to him, this militarism
is not only the result of oil dollars but also Turkey's provocation.
And Turkey's provocation is determined by the recently active policy
of Armenia and the Armenian Diaspora against this country, and in
order to offset this pressure, and pressure on Armenia, Turkey is
pushing Azerbaijan toward more aggressive moves. Vahan Hovanisyan says
Armenia needs to work at this, and success would weaken the militarism
of Azerbaijan. According to the presidential candidate, Armenia must
cooperate with the EU, NATO, the United States, which will use their
influence to improve the Armenian and Turkish relations. "In other
words, there must be a parallel process.
Meanwhile, appearing offended and leaving the talks is not a diplomatic
solution, and I think it is a wrong solution," Vahan Hovanisyan says.
