Armenia
The Parliamentary Assembly of the Council of Europe has made a
proposal to either terminate the criminal proceedings against the
individuals charged with showing resistance to the police or encourage
the authorities to express good will by granting the detainees amnesty,
pardon etc.
DAVID HAROUTYUNYAN yesterday stressed that the Assembly estimates
such manifestations as a "political rather than a legal step. The
Council of Europe cannot impose anything of the kind on either the
court or the prosecutor's office. They take into consideration the
fact that the cases were instituted against the representatives of
the opposition and propose that a political step be undertaken for
restoring the atmosphere of trust. There is no word saying that they
committed a political crime; they are just offered to find political
solutions to the problem."
