According to Mkrtich Minasian, a member of the RA National Assembly RPA
faction, PACE Resolution N 1620 immediately proceeds from the previous
Resolution N 1609. As he stated at the July 7 press conference,
these resolutions will contribute to strengthening of democracy in
Armenia. "Certain steps have been done in the direction of fulfilment
of their requirements, some will still be done. Time given until
January is quite enough for taking concrete steps," M. Minasian said.
His opponent Hmayak Hovhannisian, the Chairman of the Union of
Political Scientists of Armenia, said that Resolution N 1620 not
only does not proceed from the previous one, but does not fit into
limits of logic. He clarified the thought reminding to those present
that PACE had warned that in case fulfilment of provisions of PACE
Resolution N 1609 is unsatisfactory the Armenian delegation will
be deprived of vote, while nothing of the kind happened. "The last
resolution was a surprise for the opposition, as it did not proceed
from people's interests," H. Hovhannisian said.
He also stated that in the past 5-6 months the parliament committed a
number of mistakes, "contributed to the March 1-2 bloodshed, changed
the law On Meetings, deprived a number of opposition deputies of
immunity." And in general, according to H. Hovhannisian, the NA
majority seeks to "eradicate even the shadow of public figures."
