    RA President Serzh Sargsyan today visited the Court of Cassation and
    participated in the reception organized on the occasion of the 10th
    anniversary of the Court. In his congratulatory speech President
    Sargsyan noted, in part:

    `Dear Judges,
    Ladies and Gentlemen,
    I congratulate the whole court system of the Republic of Armenia on the
    occasion of the 10th anniversary of establishment of the Court of
    Cassation.

    It has become a tradition among us to sum up the achievements and
    determine the future deeds when celebrating jubilees. If we are to sum
    up your activity over the past ten years, we must note that during this
    short period you have done an appreciable work in the direction of
    formation of the Court and organization of its activity.

    We can state without exaggeration that you carry the important
    responsibility of forming new judicial traditions. Having had
    achievements of state-legal mind, we have not had our courts. For many
    years foreigners have administrated justice for us, justice, which
    could be put in quotes on many occasions. Today, in the new historical
    reality we have developed our system, which is called to return real
    justice to the citizens of Armenia, justice based on the letter of the
    law, national moral values, universal standards and European
    experience.

    Being the highest instance of the three-layer Armenian court system,
    the role of the Court of Cassation became especially important as a
    result of the constitutional amendments. Being separated from
    constitutional justice, the Court of Cassation is called to be the
    guarantor of the universal application of the law, as well as the
    shaper of the judicial precedent. Sure, this is a great responsibility.

    Today the greatest dissatisfaction of the Armenian society is the
    discontent with injustice, and justice is the greatest demand. This
    demand should be primarily satisfied in the courts. Courts in general
    and the Court of Cassation, in particular, have a decisive role in the
    formation of an atmosphere of trust in our country.

    I'm confident that all the problems existing in the system are
    solvable, and the correct practical application of the international
    and local legislation will become a principle of activity.

    Once again I congratulate you on the occasion of the 10th anniversary
    of the Court of Cassation and wish you success and hard work in the
    honorable activity of acquiring our people's trust.'
