According to Shavarsh Kocharian, the Chairman of the National
Democratic Party (NDP), several facts alarming for Armenia have been
recorded over the Nagorno Karabakh problem lately. The first of them
as the NDP Chairman stated at the July 22 press conference, is the
declaration signed between Russia and Azerbaijan lately, which mentions
that the Nagorno Karabakh conflict should be solved by respecting the
principle of Azerbaijan's territorial integrity. That formulation,
according to S.
Kocharian's observation, is alarming in the very respect that Russia
had not come up with such a concrete proposal until the recent time.
The NDP Chairman said that there are also dangerous formulations
in the Council of Europe resolutions, where Armenia is named an
"occupant," an "aggressor." "After the appointment of the new Foreign
Minister our foreign policy has become more initiating, but we fail
to make the world understand the essence of the Artsakh conflict so
far," S. Kocharian said. He affirmed that Armenian diplomacy's main
shortcoming is that the fact that Karabakh had already come out of
Azerbaijan before the latter's coming out of the USSR has not been
proved to the international community yet.
He affirmed that it would be right if a strategic cooperation agreement
were signed between Armenia and NKR. By one of that agreement's
provisions, according to him, it would be stipulated that Armenia
conducts the negotiations on behalf of Artsakh until the latter is
internationally recognized.
