Stepan Voskanian, the lawyer of Arshak Banuchian, the Deputy Director
of Matenadaran, a defendant on a criminal case being examined by
the RA Special Investigation Service has introduced a petition to
the preliminary investigation body on changing the restraint, arrest
chosen to Banuchian by the restraint of signature on not leaving the
