    The disabled people whom the government provided with special cars
    for disabled people are already earning money driving their cars for
    transportation. The family members say in a few days they have changed,
    and there is confidence in the eyes which were full of despair.

    The idea to provide the disabled people of the first degree with
    cars belongs to the minister of social security Narine Azatyan. She
    thinks that Karabakh should launch entitlement programs which will
    have definite addressees. And the ministry she heads is already making
    efforts in this direction.

    The idea is to determine the category and separate people who need
    social aid more than others. The most vulnerable classes are children,
    old people and disabled people. They are the first in line for social
    assistance. The structural and staff changes in the social sphere
    began with the children's home. The minister says the children who
    live there now look happier.

    There is also a plan to build an old people's home in Shushi, not just
    a home but also a place where they will get treatment. According to
    the minister, the plan is to set up a home where even elderly people
    who have a family will wish to live there.

    Besides, a program of integration of disabled people is being worked
    out to help them earn money and not to rely heavily on humanitarian
    aid. For instance, there is an idea to buy special computers for
    people who cannot see. Computers would also help people who cannot
    move to earn money.

    There are a lot of plans but they appear more realistic than in
    the other cases. Because it is evident that some utopian ideas have
    been brought into being. Besides, the personality of the minister,
    her hearty and unbiased approach is a guarantee that the money will
    be spent to the purpose.

    The factor of confidence has a deciding role in this case. It is
    remembered that immediately after the war when immense humanitarian
    aid flew to Karabakh, a fund was set up where the entire aid was
    accumulated. A person who donates money not for a definite program
    but to the fund had no possibility to trace on what their money was
    spent. Now the approach has changed. The ministry has published a book
    (we are going to post it on our website) which contains detailed
    information about the charity programs. The benefactors who wish
    to aid Karabakh are offered definite programs with the names and
    addresses of recipients. And each benefactor can get acquainted with
    the family which they assist.

    The social policy in the country where almost half of the population
    belongs to vulnerable categories, acquires a special meaning. Good or
    bad attitude is reflected on the social sphere in a hypertrophied form.
