ARMENIAN PRESIDENT: KARABAKH HAS NEVER BEEN A PART OF AZERBAIJAN

In an interview with Russian "Kommersant" newspaper, Armenian President
Serzh Sargsyan didn't rule out possible resumption of hostilities in
Nagorno-Karabakh. "All the more so as Azerbaijan's leadership speaks
of possible settlement of the conflict in a military way. I think that
at least 2 people in the country, namely the supreme commander and the
defense minister should think that the military actions may start even
tomorrow. So the army should be combat-effective. All the 14 years of
"neither peace nor war" have been maintained due to the fact that there
is a balance of forces, and if this balance is violated, one can't
rule out resumption of hostilities. Azerbaijan is the only country
which is proud of the increase in military expenses. If they are sure
a bit that they will succeed, they may choose the force variant. But
I think that this is not a way to solve the problem. We may settle
everything in a peaceful way, and we spoke to President Ilham Aliyev
about this in St.Petersbourg.The meeting was constructive. But to speak
constructively is one thing, to do constructively is another thing",
the president said. Recalling the forthcoming visit of the OSCE Minsk
Group co-chairs, the Armenian president said: "I repeat that I see no
military settlement. The only way is the peaceful way. There is a red
line for both Azerbaijan and Armenia. One should find the verge which
can make us closer for us not to cross the line". "Karabakh has never
been a part of Azerbaijan and it was included in this republic by a
decision of the party body. I say this because very often I have to
hear the opinion that Azerbaijan's territorial integrity should be
observed and the international law secures it. And what about the
people's right to self- determination?"
