    THE NATIONAL SECURITY SERVICE IS NOT GORIK HAKOBYAN

    The news that a National Security Service [NSS] employee was
    identified and exposed while engaged in acts ofprovocation (calling
    for the violent overthrow of the regime) on Freedom Square [where
    supporters of former PresidentLevon Ter-Petrosyan were rallying]
    seemed improbable to us and we thought that this could have been the
    independentactivity of a certain local boss close to the authorities.

    However, we were astonished by a statement issued by the NSS press
    service. The NSS confirmed that the person who wasengaged in acts of
    provocation among thousands of people was an NSS staff officer.

    We know that special services carry out this sort of work among
    bandit groups. But no special service in the worldwould target its
    own people in acts of provocation that bear the characteristics of
    the gravest crimes punishable under the Criminal Code. It turns out
    that the head of the NSS, Gorik Hakobyan, considers the people who
    have gathered onFreedom Square to be enemies or opponents.

    People who know him well can confirm that Gorik Hakobyan, who has
    attained his current status due to his servilityand insidiousness,
    is ready to sacrifice even his nearest and dearest in order to please
    his masters, let alone a young NSS officer whose exposure was just a
    matter of time (after all, he was born, raised and educated in this
    city, and heworks and has friends and acquaintances here). This means
    that he was sacrificed deliberately.

    We know that operative measures or selection of an option are justified
    by the results to be gained. We will try toopen the brackets with the
    help of a small analysis. If the calls for a violent seizure of power
    had been heeded, some(or all) of the people gathered on Freedom Square,
    incited by the unbridled illegal actions of the authorities(arbitrary
    arrests, abductions, torture, searches, immoral state propaganda,
    etc), would become uncontrollable andinitiate mass turmoil, undoubtedly
    resulting in casualties, injuries, destruction, etc.

    As you can see, the means are equal to the end (that is defaming a
    peaceful movement, violently settling accountswith the movement's
    participants, and prosecuting its leaders).

    This is not how the NSS works. It is how Gorik Hakobyan works, a
    person who not long ago would grovel before [former NSS chiefs] Davit
    Shahnazaryan and Gurgen Yeghiazaryan, but who today is ready to tear
    them apart. Make no mistake,today's prime minister [president-elect
    Serzh Sargsyan] will meet the same fate tomorrow.

    No-one shares Hakobyan's working style at the NSS. As you see,
    he has to give personal orders [bypassing thechain-of-command] for
    implementation of the sad measure we have learned about. Being aware
    of his mental abilities, toput it more correctly - his stupidity,
    we emphasize that with this act of provocation, he is deliberately
    deepening the gap between the people and the NSS.

    We say a resolute "no" to Gorik Hakobyan, and announce that the
    NSS is not Gorik Hakobyan, and the mainthing to understand is one
    important formula - any operative measure should be aimed not at
    further inflaming thesituation but at moderating it.

    We announce with full responsibility that the NSS must stand by the
    people's side. And if this sort of thingrecurs, we will resort to
    decisive actions.

    After this incident, a number of NSS veterans have decided not only
    to join the pan-national movement[Ter-Petrosyan's supporters] but also
    to uncover and prevent other provocative actions of a similar nature,
    whichmay be born in Gagik Hakobyan's shabby mind.
