CHANGES MADE INTO MARCH 1, 2008 PRESIDENTIAL DECREE

The presidential press secretary, Viktor Soghomonian, told a news
conference today that changes will be made in the president's decree
of declaring a state of emergency on March 1.
Soghomonian said that because no breach of the state of emergency have
taken place since March 1 in Yerevan, and that there is a stability,
President Robert Kocharian signed a decree today to amend the March
1 decree on state of emergency.
According to the amendments, subsection 6 and 7 of section 4 of the
president's decree of March 1, 2008 on declaring of state of emergency
have been removed. These subsections referred to several restrictions,
including suspension of political parties and non-governmental
organizations that might obstruct elimination of bases for state of
emergency, and a subsection restricting movement of individuals not
residing in Yerevan.
Soghomonian also said that the president's staff is working to find
legal solutions to ease the restrictions on media.
