    CHANGE IN MINSK GROUP FAVORS AZERBAIJAN

    While Armenia was busy with government, the coalition which has not
    been formed yet but is already under doubt, while they were trying to
    find out which of the former candidates is likely to sell Karabakh,
    Azerbaijan pushed through a resolution in the UN, for which about
    forty states voted. They voted, although the OSCE Minsk Group co-chairs
    who mediate the settlement of the Karabakh conflict were against.

    It is perhaps up to political scientists to find out what interests
    the countries which voted for the resolution had. It is more important
    to foresee the consequences of approval of the resolution for the
    settlement of the Karabakh issue.

    The foreign minister of Azerbaijan Araz Azimov has already voiced
    doubt about the expediency of the current format of the OSCE Minsk
    Group. The Russian foreign ministry stated that such a move would
    have a negative impact on the talks on Karabakh. Independent experts
    also say a change of format of the talks is possible.

    The impression is that the discussion in the UN was initiated to change
    the format of the talks, at least the Minsk Group. For Azerbaijan
    it is evident that with the present co-chairs of the Minsk Group the
    approach of the mediators will be balanced, and the use of force will
    become increasingly probable. Therefore Baku is interested in having
    the co-chairmanship changed.
