EU SPECIAL REPRESENTATIVE FOR SOUTH CAUCASUS: EUROPEAN UNION TO MONITOR FULFILLMENT OF PROVISIONS OF PACE RESOLUTION BY ARMENIA

ArmInfo. The European Union will monitor fulfillment of provisions
of PACE Resolution by Armenia, EU Special Representative for South
Caucasus Peter Semneby told the Radio "Liberty".
He said that fulfillment of the Resolution will become a basis
for further decision- making on development of relations with
Armenia. P. Semneby emphasized that sufficient problems, requirements,
for example, recovery of basic freedoms, which were restricted during
the state of emergency, are apparent. In particular, the matter
concerns a freedom of holding rallies and demonstrations, as well as
release of the persons arrested for their political activity. There
are problems which are more part of the process, for example, a
dialogue between the authorities and the opposition or investigation
on March 1 events. P. Semneby said that their position is as follows:
it is better to do all this as soon as possible and added that he
had rather long discussions on PACE Resolution with representatives
of both RA authorities and the opposition. Peter Semneby also said
that he talked to RA new president several times both before and
after his inauguration speech. EU Special Representative said that
Serzh Sargsyan assured him of dealing with these issues. Despite
this, he said, he has no illusions that there are people, forces and
structures of another opinion and added that one have to wit and see
weather these problems are solved or not.
As for Levon Ter-Petrosyan and the forces he supports, P. Semneby
thinks that RA first president with his supporters is getting ready to
play a serious role in Armenia's political field. He also said that
part of the authorities have a fear that Ter-Petrosyan together with
his supporters will take illegal street actions. However, he thinks
that Ter-Petrosyan and his supporters intend to conduct a political
activity within the frames of the law>, P. Semneby.
