DECLARATION OF AZERBAIJAN, ARMENIA AND RUSSIA ON NAGORNO-KARABAKH

"The Presidents of Republic of Azerbaijan, Republic of Armenia and
Russian Federation, meeting on November 2, 2008, in Moscow on the
invitation of President of Russian Federation, in the atmosphere of
constructiveness having subjectively and substantially discussed the
state and perspectives of Nagorno-Karabakh conflict's settlement by
political means, continuing a direct dialogue between Azerbaijan and
Armenia with the mediation of Russia, the U. S. and France s the OSCE
Minsk group mediators,
1. State they will contribute to improving situation in the South
Caucasus and ensuring establishment of atmosphere of stability and
security via political settlement of the Nagorno-Karabakh conflict
on the basis of principles and standards of international law and
resolution and documents adopted in these frames, which will create
favorable conditions for economic development and all-sided cooperation
in the region.
2. Reaffirm the important significance of continuation of mediatory
efforts by the OSCE Minsk group Co-Chairs taking into consideration
their meeting with the parties held in Madrid on November 29, 2007,
and following discussions targeted at further elaboration of basic
principle of political settlement.
3. Agree that achievement of peaceful settlement should be accompanied
by international guarantees of all its aspects and stages, which
should be committal from juridical viewpoint.
4. Note that Presidents of Azerbaijan and Armenia have agreed
to continue work, including those being realized in the course of
further top-level contacts, over coordination of political settlement
of Nagorno-Karabakh conflict and commissioned their FM to activate
further steps in the talks while cooperating with the OSCE Mink
group Co-Chairs.
5. Consider it important to encourage establishment of conditions
to realize measures on strengthening trust in the context of efforts
on settlement".
The Declaration was signed on November 2, 2008, in Moscow by Presidents
of Azerbaijan, Armenia and Russia.
