YEREVAN. NOVEMBER 5, NOYAN TAPAN. The bill on local government and
territorial administration in the city of Yerevan is being prepared
for discussion in the second reading at the National Assembly. Dadid
Harutyunian, member of the NA "Republican Party of Armenia" (RPA)
faction, chairman of the NA Standing Committee on State and Legal
Issues, said at the November 5 press conference that after the first
reading, the bill has been significantly improved, with most proposals
of European experts being accepted. According to him, public hearings
of the bill will be organized soon.
"The law was to adopted by December 2007. Unfortunately, we failed to
do so because at that time we had a bill not in line with European
standards," he said. The Constitution-envisaged period for adopting
a law was violated in this way, but in his opinion, this approach,
which did not pursue any other goal, was correct. D. Harutyunian
assured those present that the deadline for holding an election of
Yerevan mayor will not be missed.
