    Russian, Armenian and Azeri presidents Dmitry Medvedev, Serzh Sargsyan
    and Ilkham Aliyev, respectively, have signed a declaration on the
    Nagorno-Karabakh settlement.

    The parties "will contribute to improving the situation in the South
    Caucasus and ensuring stability and security in the region through
    the political settlement of the Nagorno-Karabakh settlement on the
    principles and norms of the international law," the document reads.

    The presidents agreed that "the peaceful settlement should be
    accompanied by legally binding international guarantees of all of
    its aspects and stages."

    According to the document, the Azeri and Armenian presidents agreed
    to continue working on the political resolution of the conflict and
    instructed the foreign ministers "to speed up further moves in the
    negotiating process in interaction with the co-chairmen of the OSCE
    Minsk Group." ar

    Nagorno-Karabakh settlement.

    According to the document, the Azeri and Armenian presidents agreed

    "Having discussed substantially, in detail in the spirit of
    constructiveness the state of affairs and prospects for the Nagorno-
    Karabakh settlement through direct dialog between Azerbaijan and
    Armenia with the mediation of Russia, the United States and France,
    as the OSCE Minsk Group co-chairmen," the parties confirmed "the
    importance of continuing mediating effort by the OSCE Minsk Group
    co-chairmen given results of the Madrid meeting on November 29,
    2007 and further discussions aimed at the further development of
    basic principles of political settlement."

    The presidents also think that it is necessary to encourage the
    creation of conditions "for the implementation of measures to improve
    confidence in the context of settlement effort."
