    "Azerbaijan will make use of the Moscow declaration by all means",
    said Vardan Oskanyan, former Foreign Minister of Armenia and head of
    Sivilitas foundation, according to Liberty radio.

    "The positive side is that accent is made on settlement by way of
    talks, though it would be more desirable to agree on non-appliance
    of force, but, perhaps, this attempt has failed.

    Nevertheless, I appreciate positively the fact that the document
    fixes the issue resolution in the framework of the Minsk Group.

    The most vulnerable point of the declaration, which the Armenian
    side failed to avoid, is a formulation, which fixes the settlement
    of issues on the basis of principles and norms of international law
    and decisions and documents, adopted in this framework.

    It would be desirable for the second part not to have been reflected
    in the document. I am sure that Azerbaijan will make a use of it by
    all means", said Oskanyan.
