Lazar Comanescu said at a joint press conference with Foreign Minister
of Armenia Edward Nalbandian in Yerevan on 15 November.
The Romanian minister welcomed the latest breakthroughs in the Karabakh
peace process and the Declaration signed in Moscow. He made the point
of the direct political dialogue of the conflicting parties as the only
way of long-term settlement of the conflict. Asked if the principle of
territorial integrity prevails over the principle of the people's right
to self-determination, the Romanian minister said that such a complex
and complicated problem as Nagorny Karabakh conflict requires respect
for the norms of the international law. The principle of territorial
integrity is one of the provisions of the international law. But
both the UN and Helsinki Final Act imply also other principles,
in particular, the people's right to self- determination. All these
principles must be correlated, Lazar Comanecku said.
