    "The Minsk Group co-chairs are seeking for the most correct solution
    of the Karabakh conflict from the legal point of view", said Russian
    co-chair of the OSCE Minsk Group Yuri Merzlyakov.

    "We are going to search a solution, which would be profitable for all
    participating parties of the conflict and which requires the consent
    of the parties, regarding a variant, which would be fixed in it",
    Merzlyakov said Monday at a press conference in Yerevan.

    "The signing proves that each party sees a positive side in the
    declaration, otherwise, it would have been impossible to sign
    the document. It is difficult to expect that the interpretation in
    Azerbaijan would fully coincide with that in Armenia, especially when
    Karabakh has its own vision", said Merzlyakov.

    He noted that the document does not imply a definite solution, noting
    political and peaceful solution, and also speaking of continuation
    of talks on the basis of principles of international law, which can
    also not be questioned.

    "We are all seeking for the complete legal solution of any conflict",
    said Merzlyakov noting that the solution will base on "Madrid
    proposals".

    As a positive fact he also stressed the instruction of the
    Presidents of Armenia and Azerbaijan given to the Foreign Ministers
    on intensification of efforts to coordinate basic principles of
    resolution under co-chairmen mediation.

    He noted that the resolution process is quite long and has passed
    different stages beginning since 1992, based on variants, different
    from the current one.

    He sais huge work on the variant of basic principles of solution,
    discussed at the moment, has started since 2005.

    "This is a long process, as the agreement of the parties to work
    on the basic principles of solution does not mean development of
    a peaceful agreement, which will take time. At the same time, the
    obligatory principles for the peace treaty execution and definite
    articles must be clear for the parties", said he and added that in
    this connection it is very difficult and not worthy of specifying
    definite time frames for the development of a final agreement.
