ARMENIAN OPPOSITION READY TO GUARANTEE NAGORNO-KARABAKH SECURITY

Armenian opposition will take on the duty of ensuring security of the
Nagorno-Karabakh people, if the Armenian authorities fail to do this,
former chief of the Armenian National Security Service, representative
of the opposition Armenian National Congress David Shakhnazarian said.
"In case Armenian authorities fail to accomplish this mission, the
Armenian National Congress will guarantee security of Nagorno-Karabakh
people by every possible political means," Shakhnazarian said.
The Nagorno-Karabakh issue is the issue of self-determination. And if
this is true, the decision is one for the authorities and people of
Nagorno-Karabakh to make. Armenia should ensure security of Nagorno-
Karabakh rather than be a substitute to it," he said.
Speaking about the Moscow declaration recently signed by the Armenian,
Azeri and Russian presidents, Shakhnazarian said that Azerbaijan
undertook an obligation not to use force and to solve the conflict
by peaceful means only.
"But since the document is signed by Armenia only, Baku undertook
the obligation before Armenia but not Nagorno-Karabakh. One should
be prudent here and should not disregard this fact," he said.
