"Armenia must restore sovereignty on the territories, presented to
it in line with international law", said former ambassador of Armenia
to Canada, international expert Ara Papyan.
"In 1988 the Karabakh movement started with the slogan "Unification",
yet the further replacement of political orientation, aimed at
recognition of independence of Nagorno Karabakh was not fruitful,
and in this connection I consider it necessary to return to initial
slogan", he told a press conference on Tuesday.
According to Papyan, it is necessary to make a step in the direction of
the restoration of the territorial integrity of Armenia, including the
restoration of sovereignty of Armenia on the lands, controlled by "NKR"
and declaration of "NKR" as the Nagorno Karabakh oblast of Armenia.
According to the expert, while defining the lands, belonging to Armenia
in line with international law, it is necessary to base on the report
of the commission of the League of Nations for definition of borders
in the South Caucasus of February 24 of 1920, envisioning establishment
of state borders by the principle of national dislocation.
Moreover, Papyan noted that under Constitutional act of October 18 of
1991 Azerbaijan declared itself to be a hair of the Azerbaijan People's
Republic (1918-1920), which never had Nagorno Karabakh as its part.
