    EVERYTHING IS CLEAR AND REGULATED

    Hayots Ashkhar Daily
    25 Oct 2008
    Armenia

    And there's nothing strange

"It is unclear to us what a second Russian military base means,"
SAMVEL FARMANYAN, Press Secretary of the President, announced in
response to Radio "Liberty's" question as to whether the press reports
on Russia's intention to deploy a new military base in Armenia (not
far from the town of Ijevan), correspond to the reality.

Pointing out that he was familiar with the information disseminated
by some media, the Press Secretary underlined, "As you know,
Russian military base 102 is currently deployed in Armenia, and
the legal-contractual bases for its deployment and distribution is
regulated by the "Agreement between the Republic of Armenia and
the Russian Federation on Having a Russian Military base in the
Territory of Armenia" (signed on March 16, 1995 and entered into
force on August 29, 1997) and the "Agreement between the Governments
of the Republic of Armenia and the Russian Federation on the Sites
of the Distribution of the Russian Military Base in the Territory of
Armenia and the Procedures of Allotting and Using Land Areas for Its
Distribution and Operation" (September 27, 1996).

    Everything is clear and regulated.

The military cooperation between two ally countries should not arouse
any doubts; as to raising the efficiency of the 102nd military base
and implementing the tasks set, there are always discussions devoted
    to this issue.

The existing legal-contractual documents imply that the sites of
the distribution of the military bases may be changed by introducing
amendments to the relevant agreements or protocols. Similar amendments
were introduced in the protocols signed in 2000, 2003, 2005 and 2007,
and the sites of the distribution of the military bases were always
changed. So, there is nothing strange here."
