YEREVAN, SEPTEMBER 8, NOYAN TAPAN. "The September 7 elections of head
of Yerevan's Kanaker-Zeytun community were disgraceful elections,
rather serious electoral violations were committed," prefect's
candidate, a representative of the Democratic Path party Manuel
Gasparian stated at the September 8 press conference.
Current prefect, RPA member Arayik Kotanjian recieved most of the
votes in the elections, 12 042 votes, and 8 046 voters voted for
M. Gasparian. The candidate submitted an application-complaint to
district electoral commission N 3 with the demand to recount the votes
and to invalidate the voting results. Another application-complaint
was submitted to the Prosecutor's Office with facts of a number of
violations, in particular, with the request to institute a criminal
case on the fact of revealing a great number of ballot-papers not
corresponding to the established model with the color and size.
In case the application-complaints are not set going the candidate is
also going to apply to the court. Before that M. Gasparian applied
to the Tigran Mets publishing house, where the ballot-papers
were published, with the issue of non-correspondence to the
established model and received an answer that "nothing of the kind is
possible." And the commission did not accept the application-complaint
with that issue answering that "it is just a spoilage."
According to the candidate, there were cases of voter buying. He
showed a list to journalists, by which bribe was given out to voters,
bribe sum starts from 3000 drams. M. Gasparian's representatives
also recorded a case of introducing a forged passport for voting and
introducing another person's passport, cases of voting instead of
another person, double voting, guiding the voting were also recorded.
