It has been several years as the information technology sphere is
stated to be the supreme branch of the Armenian economy, but just
for justice sake, we should note that the non-supreme branches of
the Armenian economy are easier to be counted. Merely, there does not
seem to be a non-supreme branch in the Armenian economy. Apparently,
we deal with the language knowledge, in particular with the knowledge
of mother language.
Consequently, for the Armenian government the word "supreme" has the
opposite meaning of its real meaning.
Perhaps, a "supreme branch is not that important for the government, in
other words, it is inferior; consequently there is no need to pay much
attention to it as it is able to develop by its own. This fact that
a branch, declared one of the most important ones in Armenia, is not
competitive in the world market. So is the sphere of the Information
technologies, among the 134 countries of the world Armenia is the 132nd
one, as it became known by the rating list of the World economic forum.
"At saying Armenia internet disconnects, I do not know why?" would
probably say the famous Armenian writer when he was writing his
well-known poem if the internet had already reached Armenia at that
time. The internet quality existing in Armenia is representing under
the veil of a gain the fact that Armenia is only the 132nd in the
world. Many will think that we only enhance the colours, which is a
peculiarity of only foreign figures and of the government's favourite
day.az. We may be exaggerating a little, but the question occurs,
why the colours may be enhanced and Armenia may be declared the
regional leader in the information technological sphere, the sphere
of the information technologies may be declared competitive when the
elemental internet disconnects several times a day, or when it is
not disconnected it works slower than when it is, but the negative
enhancement, which may awake anyone and make them think more in this
connection rather than about propaganda, may be considered "agentism"
or "day.az..ism".
It may be time to refuse the policy of exaggerating the situation
positively too, and speak more abut problems and make more effective
their solutions. In the opposite case, Armenia will become not the
regional centre of the information technologies but its epicentre
with its aftermaths. The only fact that the members of the Armenian
government learnt how to open and close the laptop and manage to look
at the desktop with interest at the governmental sessions does not
mean that Armenia is making big steps in the sphere of information
technologies.
