BASIC FUNCTIONS OF POSITION
The position is located in the Acquisition and Assistance Office (AAO),
USAID/Armenia. The primary purpose is to manage the administrative,
secretarial and clerical functions of the office and provide
assistance to the Regional Contracting Officer (RCO) and the AAO
staff on contract, grant and cooperative agreement documentation
distribution, tracking of transactions. Incumbent is responsible for
work processing, staying abreast of office automation needs, filing
and documentation requirements, time and attendance record keeping,
personnel evaluation worksheets and files, and other day-to-day
operational procedures for the office
QUALIFICATIONS
- Completion of Bachelors level education in business, accounting, law,
foreign languages, public administration, or information technology
is required.
- Five years of progressively responsible work experience in an
administrative support role, preferably with the US Government and/or
other international development, business, or diplomatic organizations.
- Level IV (Fluent) in English and Armenian is required. The employee
is required to effectively screen, proofread and recommend corrections
to AAO staff on the standard and quality English used in documents.
- Mastery of English/Armenian grammar, spelling, punctuation,
paragraphs, sentence structure (syntax) is required. Demonstrated
proficiency in typing various correspondence formats (i.e. memoranda,
letters reports, faxes, incremental funding modifications/amendments,
and when required solicitation documents.) Thorough knowledge in
how to provide procurement support to staff, safeguard sensitive
information from outside organizations/individuals, and support an
"executive level" office director is required. A basic knowledge of
business is desirable.
- The ability to work effectively in a diverse team environment and
adapt to the existing work environment is required. The incumbent must
be able to work calmly, tactfully, and effectively under pressure and
to demonstrate extreme flexibility to manage more than one activity
at a time in the performance of daily administrative management duties
and responsibilities. The incumbent must have excellent communications
and interpersonal skills. The incumbent is expected to have a high
degree of computer literacy and is required to have: 1) the ability to
follow oral instructions and to organize, prioritize and follow through
on all assignments with minimal oversight; 2) accuracy in typing; 3)
strong proof reading skills; 4) strong focus on "attention to detail";
and, 5) demonstrated proficiency in word-processing, spreadsheets,
databases, and other computer programs (EXCEL, WORD, PowerPoint,
etc.). The ability to be responsive to external organizations' need
for relevant and timely information is important, but more important
is the discretion and knowledge to maintain strict CONFIDENTIALITY
relating to sensitive information that cannot be released.
